Oglesby signed the Griggs Bill, officially establishing the location of the Illinois Industrial University in Urbana-Champaign and giving authority to the Board of Trustees to formulate plans for the development of the new institution that eventually would come to be known as the University of Illinois. John Milton Gregory was appointed by the governor to head the new university. Milton and the board had one year to hire educators and prepare courses of study prior to the first classes that were held March 11, 1868.
